Ammonium fluoride (CAS 12125-01-8) functions as a fluoride source in toothpaste and mouthwash formulations for caries prevention. EU Regulation 1223/2009 Annex III limits the total fluoride concentration to 0.15% (1500 ppm) when mixed with other permitted fluorine compounds. Excessive fluoride exposure during tooth development can cause dental fluorosis, and chronic high exposure may lead to skeletal fluorosis. The restriction ensures consumer safety while maintaining effective anticaries benefits at approved concentrations.
