Human umbilical mesenchymal stem cell extracellular vesicles are nanoscale lipid vesicles isolated from cultured mesenchymal stem cells derived from human umbilical-cord tissue (typically Wharton's jelly). They are marketed as potent regenerative cosmetic actives. EU Regulation 1223/2009 Annex II restricts the use of human-derived materials in cosmetics, the US FDA may regulate exosome products with therapeutic claims as biologics rather than cosmetics, and sterility, viral inactivation, donor consent, and batch-to-batch consistency are not standardised. There is no SCCS or CIR opinion; safety and efficacy rest on supplier dossiers.
