MEA-iodine (monoethanolamine iodine, also known as iodinedine or iodinedine complex) is restricted under EU Annex II with reference II/213, indicating it is prohibited in cosmetic products. Iodine and iodide complexes are used for their antimicrobial properties but present significant risks of skin sensitization, allergic contact dermatitis, and systemic iodine absorption which can affect thyroid function. The EU Cosmetics Regulation (EC) No 1223/2009 Annex II listing II/213 specifically bans iodine complexes for cosmetic use. This restriction reflects concerns about thyroid disruption and the sensitizing potential of iodine-containing compounds in topical applications.
