Megestrol acetate is a synthetic progestogen related to medroxyprogesterone acetate, used therapeutically as an appetite stimulant and in hormone replacement therapy. Under EU Regulation (EC) No 1223/2009, hormonal substances with pharmaceutical activity are listed in Annex II as prohibited cosmetic ingredients. The ingredient has no CosIng entry as a permitted cosmetic substance, and hormonal agents of this type are specifically excluded from cosmetic use due to their systemic pharmacological effects.
