About
Quinine from cinchona bark is restricted in EU rinse-off cosmetics to 0.5% due to serious cardiac and neurological toxicity risks at higher exposures.
Quinine (C20H24N2O2) is a cinchona alkaloid with well-documented pharmacological effects including cardiotoxicity (QT prolongation, ventricular arrhythmias), CNS effects (tinnitus, visual disturbances, headache), and hypersensitivity reactions. Under EU Regulation (EC) No 1223/2009 Annex III with reference III/21, quinine is restricted to 0.5% in rinse-off hair and body care products and prohibited in oral care products. These restrictions reflect the narrow margin between therapeutic and toxic doses. The ingredient is prohibited in products for children under 3 years in some member states.
