A PEG ester of stearic acid with 23 moles of EO, used as a hydrophilic emulsifier with low skin irritation and good solubilizing properties.

PEG-23 Stearate is the polyethylene glycol (23 mol EO average) diester of stearic acid. The high ethoxylation degree gives it strong hydrophilic character (HLB ~16) and makes it an effective O/W emulsifier and fragrance/oil solubilizer. EU Cosmetics Regulation permits its use without restriction. The large molecular size of the PEG chain substantially reduces skin penetration, and the diester structure is stable under normal cosmetic conditions. Residual ethylene oxide and 1,4-dioxane must comply with SCCS guidance.
