PEG-25 glyceryl trioleate is a polyethoxylated glyceryl ester where glycerine is esterified with three oleic acid chains and the glycerol backbone carries approximately 25 ethylene oxide units. The PEG chain increases water solubility while the glyceryl trioleate provides emulsification for lipophilic actives. EU CosIng lists PEG glyceryl fatty acid esters as safe for cosmetic use with no restrictions at typical use concentrations. The ingredient has a long history of use in topical pharmaceutical and cosmetic formulations. PEG fatty acid esters are considered low irritancy non-ionic surfactants, though residual free ethylene oxide must be controlled during manufacture per EU guidelines.
