A DEA-salt form of an ethoxylated oleyl alcohol phosphate ester surfactant subject to EU restrictions due to diethanolamine content and associated nitrosamine formation risk in cosmetic products.
Bis(2-hydroxyethyl)ammonium salt of ethoxylated oleyl alcohol phosphate ester (5 mol EO average). Listed in EU Regulation (EC) No 1223/2009 Annex II under reference II/411, prohibiting its use in cosmetic products. The DEA moiety presents a nitrosation risk, forming N-nitrosodiethanolamine (NDELA), a suspected carcinogen. This restriction supersedes any functional benefit as a phosphate ester emulsifier.
