About
Fenethylline Hydrochloride [usan] is a cosmetic ingredient used in product formulations. Exercise caution due to limited available safety data.
Fenethylline (also known as Captagon) is a synthetic psychostimulant prodrug that is metabolised in vivo to amphetamine and caffeine. It is classified as a controlled substance under the UN 1961 Single Convention on Psychotropic Substances and is banned from cosmetic formulations in all major regulatory jurisdictions including EU, US FDA, and WHO. The hazard statements H301 (acute oral toxicity) and H336 (specific target organ toxicity — narcotic effect) confirm its pharmaceutical/drug classification. Its inclusion in any cosmetic ingredient list is highly anomalous as it has no legitimate cosmetic function. Any presence in a consumer product would represent regulatory violation of the highest order.
Known concerns
- EU Annex II banned — prohibited in all cosmetic products
- Controlled psychostimulant — converts to amphetamine in vivo
- Acute oral toxicity (H301) and narcotic effects (H336)
- Scheduled substance under international drug conventions
- No legitimate cosmetic function — presence in formula is regulatory violation
