A low-to-medium molecular weight polyethylene glycol used as a humectant and solvent that helps dissolve other ingredients and keeps products from drying out on the skin.
PEG-16 is a polyethylene glycol polymer with approximately 16 ethylene oxide units. While lower than many other PEGs in this batch, 16 EO units still confer sufficient hydrophilicity for the ingredient to function as a water-soluble humectant and solvent. EU Cosmetics Regulation lists PEG-16 as a permitted cosmetic ingredient in Annex V (preservatives excluded). Standard purity requirements for residual monomers apply; residual ethylene oxide must be kept as low as technologically feasible, and 1,4-dioxane must be below detection thresholds relevant for cosmetics.
