1,4-Butanediol (BDO) is a saturated diol used as a solvent and intermediate in cosmetic formulations. It carries GHS warnings for acute oral toxicity (H302) and CNS depression (H336: May cause drowsiness or dizziness). Importantly, BDO is metabolized to gamma-hydroxybutyrate (GHB), a controlled substance with abuse potential. The SCCS has issued opinions on BDO in cosmetic products. Concentration limits apply in some jurisdictions. EU Annex III may include restrictions.
