4-Chloroaniline (para-chloroaniline) is an aromatic amine derivative that has been identified as a carcinogen in animal studies and is structurally related to other aromatic amines known to cause bladder cancer. It induces methemoglobinemia upon systemic absorption. Under EU Regulation 1223/2009, aromatic amines that are carcinogenic, mutagenic, or reprotoxic (CMR) are prohibited for cosmetic use and would appear in Annex II. The absence of authorization and the known toxicity profile place this compound in the high-concern category for human health.
