These quaternary ammonium salts function as antistatic agents and surfactants in rinse-off hair care and skin care formulations. Under EU Regulation 1223/2009 Annex III, when used in ready-to-use hair care products the maximum concentration is 2.5% (as cetrimonium/stearmonium), with lower limits for other product types.
