Buttermilk powder is a food-grade dairy byproduct with no specific restrictions under EU cosmetics Regulation 1223/2009. It contains lactic acid (authorised), milk proteins and milk fats. As a dairy ingredient it must be labelled as a potential allergen (milk) in finished cosmetic products. Lactic acid itself is restricted in nail products but unrestricted for skin applications.
