This ingredient is a beta-alanine derivative where the amino acid backbone is substituted with both a C12-14 hydroxyalkyl chain and a hydroxyethyl group. This structure gives it amphoteric (both anionic and cationic) surfactant properties, making it exceptionally mild. It is not restricted under EU Cosmetics Regulation and is considered safe for use in all cosmetic product types. The C12-14 chain is typically derived from coconut or palm kernel oil.
