CETETH-4 is produced by ethoxylating cetyl alcohol with approximately 4 moles of ethylene oxide. The low EO degree gives this ingredient strong lipophilic character, making it particularly effective at emulsifying heavy oils and butters. EU Cosmetics Regulation lists CETETH-4 in Annex III, and it is permitted for use in cosmetics with standard purity requirements.
