CETETH-6 is derived from cetyl alcohol (C16) ethoxylated with approximately 6 moles of ethylene oxide. This lower EO degree results in a more lipophilic surfactant with moderate emulsification strength. Under EU Cosmetics Regulation, this ingredient is listed in Annex III and is permitted for cosmetic use, though formulators must include it in their safety assessment for leave-on products. The European Commission Scientific Committee on Consumer Safety (SCCS) has noted that low-EO ethoxylated surfactants require particular attention to residual monomer quality.
