Cocoyl Hydroxyethyl Imidazoline (CAS 61791-38-6) is an amphoteric surfactant derived from coconut oil fatty acids and hydroxyethyl imidazoline. Similar to other imidazoline-type surfactants, it functions as a hair conditioning agent and antistatic. Coconut-derived imidazoline compounds are considered safe in rinse-off cosmetic formulations within typical use concentrations. It is not listed in EU Annex II or III restrictions, though like all surfactants it may cause mild skin or eye irritation if used at high concentrations.
