About

A light hydrocarbon gas fraction (methane to propane) with potential 1,3-butadiene contamination; butadiene at this level is prohibited under EU Annex II as a Category 1A carcinogen.

The C1-3 hydrocarbon window includes natural gas and refinery gas components. Butadiene contamination is a recognized issue in certain refinery streams, and the EU Annex II entry for benzene-equivalent carcinogens in Regulation 1223/2009 effectively prohibits any cosmetic ingredient with >0.1% w/w of this impurity. This is an industrial refining product with no cosmetic application profile.
