About
A liquefied petroleum gas (LPG) fraction of C3-4 hydrocarbons with potential 1,3-butadiene contamination, classified as a prohibited carcinogenic impurity under EU cosmetic regulation.
C3-4 hydrocarbons (propane and butane fractions) are common fuel gases but as refinery streams may contain 1,3-butadiene above the 0.1% w/w threshold. Butadiene is a Category 1A CLP carcinogen and listed on EU Annex II to Regulation 1223/2009 as a prohibited carcinogenic substance for cosmetics. No SCCS opinion supports use of this broad-cut refinery stream in topical products.
Known concerns
- 1,3-Butadiene >0.1% w/w — EU Annex II prohibited carcinogen
- Flammable LPG fraction with no cosmetic safety profile
- Variable composition depending on refinery source
