Hydroxyethoxyethyl Urea is a urea derivative that functions as a humectant and skin-conditioning agent, increasing water content in the stratum corneum. It is structurally similar to naturally occurring moisturizing factors and shows no evidence of toxicity or sensitization in clinical studies. It is not subject to EU cosmetic restrictions under Regulation (EC) No 1223/2009.
