Hydroxyethyl cetyldimonium chloride is a quaternary ammonium compound (quat) combining a hydroxyethyl group, a cetyl (C16) alkyl chain, and a quaternary ammonium center with chloride counterion. It functions as an antistatic agent and hair/skin conditioning agent in cosmetic formulations. Quaternary ammonium compounds can cause eye and skin irritation at high concentrations, particularly on mucous membranes. Under EU Regulation (EC) No 1223/2009, there are no specific Annex II or III restrictions for this compound, but its safety is concentration-dependent. Typical use in rinse-off hair conditioners at 0.1-2% is considered safe.
