Hydroxypropyl Oxidized Starch is a chemically modified starch — typically corn or potato — oxidized to introduce carboxyl groups and etherified with propylene oxide to add hydroxypropyl substituents. The dual modification gives stable viscosity, improved cold-water solubility, and a smooth, light, powdery skin feel, making it a favorite in powders, dry shampoos, serums, and mattifying makeup. CIR has reviewed hydroxypropyl starch and considers it safe for cosmetic use. Trace residual propylene oxide is controlled at the manufacturing stage; quality grades specify <1 ppm. No sensitization signals; handling in powder form warrants standard dust precautions.
