Maleic hydrazide is an ISO-named plant growth regulator used in agriculture that is not approved for cosmetic use under EU Cosmetics Regulation (EC) No 1223/2009. While it has been evaluated by regulatory bodies and has a WHO/FAO acceptable daily intake for food residues, its classification as a Category 2 suspected carcinogen under EU CLP Regulation (H351) and lack of any cosmetic necessity means it should not appear in cosmetic formulations. IARC has classified it as Group 3 (not classifiable as to carcinogenicity to humans), which is less severe than many other pesticides on this list.
