A mercury compound — banned in EU cosmetics (Annex II). Neurotoxic, nephrotoxic, and environmentally persistent. Never use.
Mercuric Oxide (HgO, CAS 21908-53-2) is an inorganic mercury(II) compound. Mercury and ALL its compounds are listed in EU Cosmetics Regulation 1223/2009 Annex II (substances prohibited in cosmetic products) with only narrowly defined exceptions for eye-area preservatives that phase out globally. Mercury is a well-characterized neurotoxin (CNS damage), nephrotoxin (kidney injury), and reproductive toxicant; percutaneous absorption from topical mercury-containing creams has caused severe systemic mercury poisoning, documented in numerous case reports of skin-lightening product misuse. FDA, Health Canada, EU SCCS and WHO all classify mercury compounds as inappropriate for cosmetic use. Environmental persistence and bioaccumulation compound the concern. There is no safe cosmetic use scenario.
