Methloxy PEG-13 ethyl polysilsesquioxane is a hybrid silicone-organic polymer combining a silsesquioxane cage with PEG and ethyl side chains. It functions as a film-forming agent, viscosity controller, and soft-focus additive in makeup and skincare products. Siloxanes of this type are reviewed under the EU's silicone assessment program; large molecules do not penetrate the skin barrier. The ingredient has no EU restrictions in Annexes II–III of Regulation 1223/2009 and is considered low concern for systemic toxicity.
