Monoethanolamine (MEA) and related monoalkylamines are used in cosmetic formulations as emulsifying agents, pH buffers, and surfactants. The EU Annex III restriction limits secondary amine content to a maximum of 0.5% and restricts use in nitrosating conditions. The nitrosamine concern is shared with secondary alkanolamines, though primary monoalkanolamines present a somewhat lower risk. These substances may cause skin irritation at higher concentrations.
