EU CLP classification includes H314 (skin burns), H318 (serious eye damage), and H302 (harmful if swallowed). Morpholine acts as a penetration enhancer for skin due to its amphiphilic properties. EU Annex III restricts morpholine at ≥0.1% in cosmetic products. At low concentrations it has limited toxicity but higher concentrations present irritation and systemic absorption concerns.
