Naphtha (CAS 8030-30-6) is a petroleum distillate classified as prohibited in cosmetic products when it contains more than 0.1% w/w benzene, as established in EU Annex II. Benzene (CAS 71-43-2) is classified as a Group 1 carcinogen by IARC and is explicitly banned in cosmetic products due to its systemic absorption through skin and inhalation. Any naphtha fraction with benzene above the 0.1% threshold is considered a contaminated solvent and is prohibited from cosmetic formulation.
