Nitrous oxide (CAS 10024-97-2), commonly known as laughing gas, is used medically as an analgesic and anaesthetic. It has no recognized cosmetic function and is not listed in EU Regulation 1223/2009 Annexes II, III, IV, or VI, meaning it is not an authorised cosmetic ingredient. Its use in food (as propellant) is regulated separately. The compound is a greenhouse gas and has mild recreational abuse potential. From a cosmetic safety perspective, it is not appropriate for topical application and would be considered an unauthorized ingredient if present in EU cosmetic formulations.
