Nonoxynol-1 (CAS 26027-38-3) is an ethoxylated nonylphenol (NPE) surfactant with a low degree of ethoxylation (1 mole EO). Short-chain nonoxynols and NPEs have been subject to regulatory scrutiny in the EU due to concerns about ecotoxicity (they are endocrine-disrupting to aquatic organisms) and potential contamination with 4-nonylphenol, a substance of concern. While Nonoxynol-1 itself is not specifically listed in EU Annex II or III, higher nonoxynols (Nonoxynol-9, -10) have been reviewed for potential reproductive effects. The substance should be used with caution.
