The most extensively ethoxylated Nonoxynol variant, this surfactant approaches PEG polymer safety levels but is still restricted in EU cosmetics under class-level nonylphenyl regulations.

Nonoxynol-70 is a polyethylene glycol mono(4-nonylphenyl) ether with an average of 70 ethylene oxide units, placing it near the boundary of the nonylphenyl ethoxylate series. Its toxicological profile is substantially more favorable than lower-ethoxylated variants, with minimal nonylphenol generation, low aquatic toxicity, and high water solubility. Nevertheless, EU REACH Annex XVII entry 46a applies to the entire class, and Nonoxynol-70 remains restricted in cosmetic products within the European Union.
