Moderate

Derived from EU CosIng regulatory status, PubChem hazard data and published research. How we score.

A phenolic preservative allowed in EU cosmetics at low concentrations to keep products free of bacteria and mould. Effective and legal, but carries IARC Group 2B and irritation flags that drop it into orange.

Skin benefits

  • Permitted preservative in EU rinse-off and leave-on cosmetics under Annex V with maximum concentration 0.15-0.2%
  • Broad-spectrum activity against bacteria and fungi
  • Long history of safe use within authorised limits

Known concerns

  • IARC classifies o-phenylphenol as Group 2B (possibly carcinogenic) based on animal data; sodium salt is Group 2B as well
  • Recognised skin irritant and possible sensitiser at higher concentrations
  • Environmental concerns over aquatic toxicity
  • Some consumer groups push for replacement with gentler preservatives
