Octoxynol-5 (5 mol EO average) sits at the lower end of the mid-range for the octoxynol series, giving it higher surface activity and correspondingly higher irritation potential. The octylphenyl moiety is the structural liability: in the EU, octylphenol and its ethoxylates face regulatory pressure due to PBT (persistent, bioaccumulative, toxic) classification of their degradation products. Cosmetic use in rinse-off products is the more responsible application; leave-on use warrants caution and low concentration.
