Paeonia suffruticosa flower water is the aqueous by-product of steam-distilling tree peony (mudan) blossoms. It is predominantly water, with very small amounts of phenylethyl alcohol, geranial, and trace phenolics. Peony hydrosols have a long tradition in East-Asian cosmetic use, often incorporated at 5-20% of the water phase for light fragrance and conditioning feel. Typical irritation and sensitization potential is very low at hydrosol dilution. No SCCS or CIR monograph exists; EU CosIng permits without restriction. Trace fragrance-allergen declaration may apply depending on finished formulation thresholds. Gentle, low-risk ingredient by the standard of botanicals.
