Poly(oxy-1,2-ethanediyl), α-(1-oxo-9-octadecenyl)-ω-hydroxy-(Z)- with an average of 11 mol EO. Functions as a nonionic emulsifier and co-surfactant in leave-on and rinse-off cosmetic products. Not restricted under EU Regulation (EC) No 1223/2009; appears in CosIng without Annex II or III entries. The 11 mol EO chain provides balanced HLB performance suitable for a variety of emulsion types.
