PEG-20 tallow amine (CAS 61791-26-2) is a polyethoxylated fatty amine derived from animal tallow. It functions as a cationic surfactant, conditioning agent, and emulsifier. CIR has reviewed PEG-tallow amines and concluded they are safe for rinse-off use with limited leave-on applications, contingent on low nitrosamine content and purified PEG (low 1,4-dioxane). The nitrogen in the amine can form N-nitrosamines in the presence of nitrosating agents — a genotoxic concern class. PEG residuals may include 1,4-dioxane (IARC 2B) depending on manufacturing purification. Tallow sourcing also raises BSE-class traceability questions.
