PEG-75 Lanolin (CAS 61790-81-6 / 8039-09-6) is lanolin that has been ethoxylated with ~75 units of ethylene oxide, making it water-dispersible. It functions as an emollient, emulsifier, and conditioning agent in creams, lotions, and hair products. The CIR Expert Panel concluded that the PEG-75 Lanolin group is safe as presently used in cosmetics, finding it non-toxic in acute dermal/oral/inhalation studies and mild or non-irritating at 10-100%. The main caveat is residual 1,4-dioxane, a by-product of ethoxylation and a possible carcinogen; this is controlled by modern purification. Lanolin allergy affects <1% of consumers.
