PEI-14/PEG-20 copolymer is a polyethyleneimine (PEI, degree of polymerization ~14) backbone grafted or extended with PEG-20 polyether chains, giving a cationic/non-ionic hybrid polymer. It is used in cleansers and leave-on products for conditioning, film-forming, and foam-boost effects. PEI itself is a known mucosal irritant at high concentrations and can complex with DNA in lab use — cosmetic-grade copolymers are modified to reduce these effects. The PEG-20 component must be sufficiently purified to minimise 1,4-dioxane and ethylene-oxide residues. No Annex II restriction, but SCCS has flagged various polyethyleneimines as needing safety evaluation at higher use levels. Orange tier reflects real-world irritation and impurity concerns.
