This perfluoropolymer functions as a film-forming agent that imparts water- and oil-repellency to skin and lip formulations. The polymer is high molecular weight and not expected to penetrate the skin barrier. Fluoropolymers of this type are not restricted in EU Annex II or III. The vinylidene fluoride monomer would be the primary concern if residual monomer is present; however, polymerisation typically reduces free monomer to negligible levels.
