Phenyl Mercuric Bromide is an organomercury compound subject to the same EU Annex II (V/17) prohibition as phenylmercuric acetate and chloride. Mercury preservatives were historically used in cosmetic products for their broad-spectrum antimicrobial efficacy, but the EU determined that the neurotoxicity and cumulative systemic mercury exposure risks are unacceptable at any concentration in cosmetic products. This prohibition covers all mercury compounds used in any cosmetic function—preservative, anti-microbial, or otherwise.
