Polychloro copper phthalocyanine (CAS 1328-53-6) is a chlorinated derivative of copper phthalocyanine used as a blue-green colorant in decorative cosmetics and hair dye formulations. EU Regulation 1223/2009 Annex III restricts its use to products not intended for application in the eye area. The compound is generally considered safe at permitted concentrations but may cause irritation in sensitive individuals. It is prohibited above 0.1% as a constituent of substances or mixtures.
