A waterborne polyurethane film former used to give mascara, sunscreen and foundation their water-resistance and smooth texture. CIR-reviewed as safe as used.
Polyurethane-35 is a polymer formed by reacting diisocyanates with polyols; it is supplied as an aqueous dispersion. It forms a flexible, water-resistant film that gives long-wear finish to mascara (reported up to 7%), sunscreens and makeup. The CIR 2017 final assessment of polyurethanes in cosmetics reports reversible mild eye redness (not classified as an irritant) and no dermal sensitization. As a high-MW polymer it is not absorbed through intact skin. No GHS pictograms on the finished polymer; only trace residual isocyanate monomers are a manufacturing-purity concern addressed by modern specifications.
