About

Polyvinyl chloride (CAS 9002-86-2) is a conventional thermoplastic polymer derived from vinyl chloride monomer, which is an IARC Group 1 carcinogen. While fully polymerised PVC is chemically stable, trace residual vinyl chloride monomer can remain in technical grades, and PVC-containing materials frequently include phthalate plasticisers (several of which are EU Annex II/REACH-restricted). In cosmetics, PVC falls within the EU Regulation 2023/2055 microplastic restriction when present as intentionally added particles. The ingredient is not appropriate for most cosmetic formats; any genuine cosmetic use is legacy and limited.
