Potassium palmitoyl hydrolyzed wheat protein (CAS 672298-01-0) is the potassium salt of palmitic acid chloride condensed with hydrolyzed wheat protein. It is a non-ionic/anionic O/W emulsifier and mild surfactant that forms liquid-crystal network emulsions able to merge with the stratum corneum, giving a barrier-supporting feel. The Cosmetic Ingredient Review panel concluded hydrolyzed wheat proteins are safe in cosmetics when formulated to minimize peptides >3500 Da and not used on damaged skin or mucous membranes. Contains gluten-derived fragments — relevant only for severe wheat allergy in leave-on products.
