Rosa hybrid flower water (CAS 93062-88-5) is the aqueous distillate from hybrid rose flowers, widely used as a skin-conditioning toner base, mild soothing agent, and fragrance. It is largely water with very low concentrations of aromatic compounds from the rose essential oil fraction — citronellol, geraniol, eugenol, and related terpenes — which are all listed fragrance allergens under EU Regulation 1223/2009 Annex III. Labelling is required above the Annex III threshold. At typical cosmetic use levels the sensitisation risk is low but real for fragrance-reactive users. No Annex II restriction applies.
