Scutellaria baicalensis root water contains baicalein, wogonin, and baicalin with strong anti-inflammatory and antioxidant activity extensively documented in peer-reviewed literature. It is not restricted in EU cosmetic regulations. The extract is well tolerated topically with a very low incidence of sensitisation reported in clinical studies.
