Stearyl PG-Dimonium Chloride Phosphate is a quaternary ammonium phosphate ester based on stearyl alcohol (C18 fatty alcohol). The phosphate linkage provides mildness while the quaternary ammonium group delivers substantivity to skin and hair. Like its sunflower seed analogue, this ingredient is not listed in EU Annex II (prohibited substances) or Annex III (restricted substances), and is considered safe for cosmetic use at normal concentrations under Regulation (EC) No 1223/2009.
