TEA-Oleyl Sulfate is listed in EU Cosmetics Regulation (EC 1223/2009) Annex III under reference III/62, which restricts its use in cosmetic products. The restriction limits the maximum concentration and specifies it is primarily for rinse-off products due to the potential for skin sensitisation associated with sulfate surfactants and secondary amine neutrality with TEA. There is also a theoretical nitrosamine formation risk given the combination of triethanolamine with an alkyl sulfate moiety, requiring pH control and absence of nitrosating agents.
