About
One of the most widely used and thoroughly researched cosmetic ingredients, titanium dioxide serves as a white pigment and UV-filtering agent with an excellent safety record in non-nano cosmetic formulations.
Titanium dioxide (CAS 13463-67-7, CI 77891) is approved as a colorant (Annex IV) and UV filter (Annex VI) under EU Regulation 1223/2009. The SCCS has assessed titanium dioxide as safe for cosmetic use in non-nano form at concentrations up to 25% in UV filters. Nano-form titanium dioxide used as UV filter requires specific declaration and is subject to additional SCCS restrictions regarding primary particle size and coating. Titanium dioxide is considered one of the safest and most inert cosmetic ingredients, with no evidence of skin sensitisation or systemic toxicity from topical application.
